If the Snipping Tool is not appearing for you make sure that Tablet PC Optional Components are installed under Windows Features.

Worked for me. Thanks for the suggestion. Man, you'd think Microsoft would have simply added this as a built in accessory. Screen capture is not just for tablet users.
