&lt;p&gt;I did change the timezone and everything on my vista machine, and it also claimed to have successfully installed all updates...&lt;/p&gt;

There was no manual intervention by users and dates got changed automatically without any hassles. Infact Microsoft was the only OS which had not seen more problems with DST changes here in NZ which also includes changes to Outlook and other Calendar tools :)&lt;/p&gt;
